Speaker of the House of Representatives, Hon. Abbas Tajudeen, on Thursday reiterated the 10th Assembly’s resolve to strengthen financial framework of our aviation industry and enhance the capacity of aviation agencies to effectively manage and safeguard Nigeria’s airspace.
Hon. Tajudeen, who gave the assurance in Abuja while declaring open the public hearing on Civil Aviation Act (Amendment) Bill, 2026 and Nigerian Airspace Management Agency (Establishment) Amendment Bill, 2026, underscored the need to ensure investors’ confidence in the industry.
He observed that the first legislative framework seeks to amend the Civil Aviation Act, 2022, to provide for the automated remittance of funds accruing to aviation agencies, revise the revenue-sharing formula, reflect the renaming of the Accident Investigation Bureau to the Nigerian Safety Investigation Bureau, and for related matters.

Speaker Tajudeen, who was represented by Hon. Sada Soli, added that the second is a Bill for an Act to amend the Nigerian Airspace Management Agency (Establishment) Act, 2022, with a view to revising the percentage of statutory charges accruing to the Agency and for related matters.
He expressed optimism that the proposed bills aimed to update and strengthen the financial framework of our aviation industry by introducing transparent, automated remittance of the statutory 5% Passenger/Cargo Service Charges, improving how revenues are shared among key aviation institutions, and enhancing the capacity of these agencies to effectively manage and safeguard our airspace.
“At the core, these proposals are about improving safety, efficiency, investor confidence and the quality of service enjoyed by the Nigerian traveling public.
“As a House, we are committed to ensuring that our aviation laws are aligned with global best practices, guarantee stable and sustainable funding for vital agencies, and promote the growth of aviation as a driver of commerce, tourism, and national development.
“This underscores the importance of today’s Public Hearing. It offers a platform for regulators, service providers, airline operators, labour unions, professional bodies, telecommunications and infrastructure firms, civil society organisations, and interested members of the public to scrutinise the Bills and provide well-considered contributions.
To this end, he urged all stakeholders to be candid, precise, and solution-driven in their submissions. We expect you not only to identify areas that may raise concern, but also to suggest practical alternatives that will help us realise our shared goals of safety, transparency, accountability, and long-term sustainability.
In his remarks, Chairman, House Committee on Aviation, Hon. Abdullahi Garba, applauded the contributions of various stakeholders towards the safety and development of Nigeria’s aviation sector.
“We are here to consider two key Bills, which are aimed at strengthening the financial and institutional framework of the aviation industry, with direct implications for safety, transparency and service delivery,” he noted.
He assured that the Committee will carefully and objectively consider all submissions and produce a report that reflects the mandate of the House and the best interests of all stakeholders in the aviation sector.
