The Federal Government has unveiled an upgraded Integrated Personnel and Payroll Information System (IPPIS) Human Resources Module, known as the Employee Self-Service Application, aimed at improving efficiency, transparency and service delivery across Ministries, Departments and Agencies (MDAs).
The platform, presented during the 2026 Civil Service Week activities in Abuja on Thursday, is designed to enable federal civil servants to access and manage their personnel records, payslips, leave applications and other human resource services digitally without going through lengthy manual procedures.
Speaking at the event, the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, said the innovation marks a significant step in the Federal Civil Service reform agenda by empowering workers and streamlining administrative processes.
“I am particularly pleased that, as part of our 2026 Civil Service Week, we are gathered here today for two very important engagements: the Mentoring Marketplace and the presentation of the IPPIS Employee Self-Service Application. One speaks to people. The other speaks to process. Together, they speak to the future of the Federal Civil Service,” Walson-Jack stated.
According to her, civil servants previously spent days, weeks and sometimes months trying to update personnel records or process routine HR requests. “Those days are ending,” she declared.
Walson-Jack explained that the upgraded platform shifts the service from what she described as a “permission economy” to an “empowerment economy,” where officers can independently access HR information, monitor their records and interact with processes affecting their careers and welfare.
She urged civil servants to embrace the technology, noting that digital tools such as the IPPIS Employee Self-Service Application and Service-Wise GPT are central to building a modern, efficient and citizen-centred public service.
“The technology only serves us when we embrace it. This is how we build a Civil Service that works not only for citizens but also treats its own people with the respect and efficiency they deserve,” she said.
The Head of Service also highlighted the importance of mentoring in strengthening leadership succession and institutional development, describing mentorship as a critical component of the Federal Civil Service Strategy and Implementation Plan (FCSSIP 2021-2025).
She noted that the newly introduced Public Service Mentoring Programme would facilitate knowledge transfer, professional growth and leadership development across the service.
Earlier, the Permanent Secretary, Career Management Office, Mrs. Nkiruka Jones-Nebo, described the IPPIS HR Module and the Public Service Mentoring Policy as two strategic initiatives that combine digital transformation with human capital development.
She said the self-service platform would simplify HR processes, reduce administrative delays, improve transparency and strengthen accountability within government institutions.
“The IPPIS HR Module is designed to empower both employees and managers through self-service functionalities that simplify routine HR processes, reduce administrative delays and improve operational efficiency,” she stated.
Jones-Nebo added that the recently approved Public Service Mentoring Policy would institutionalise mentoring as a tool for talent development, succession planning and knowledge management in the Federal Civil Service.
Also speaking, the General Manager of Soft Alliance and Resources Limited, the technology partner behind the IPPIS harmonisation programme, Mr. Olusola Abiodun, said the enhanced platform provides federal employees with direct access to a wide range of HR services from any location.
He explained that officers can now apply for leave electronically, access and download payslips, receive personalised work anniversary and birthday messages, and obtain official circulars in real time.
According to him, over 600,000 employees across all MDAs now have access to the application, unlike the previous version which was limited to core civil servants.
Abiodun assured users of the platform’s security, noting that it complies with both International Organisation for Standardisation (ISO) requirements and the Nigeria Data Protection Regulation (NDPR).

He added that the initiative would significantly improve productivity and service delivery while reducing bureaucratic bottlenecks across government institutions.
The event formed part of activities marking the 2026 Civil Service Week and brought together permanent secretaries, chief executives, retired senior civil servants, development partners and other stakeholders committed to strengthening public sector performance in Nigeria.
Meanwhile, the Chairman of the Federal Civil Service Commission, Prof. Tunji Olaopa, described mentoring as a potentially game-changing reform capable of addressing talent management, leadership development and succession planning challenges within the public service.
He stressed the need for structured mentorship programmes that preserve institutional knowledge and facilitate skills transfer between experienced officers and younger civil servants.
Olaopa also advocated reverse mentoring, where younger, technology-savvy officers help senior officials navigate emerging digital technologies, including artificial intelligence, to improve policy development and public administration.
He pledged the commission’s support for the implementation of the mentoring initiative, describing it as a key component of efforts to reposition the Federal Civil Service for improved performance and future readiness.
