The Federal Government has officially launched the Human Resource (HR) Modules of the Integrated Personnel and Payroll Information System (IPPIS), marking a significant milestone in its drive to modernise the Federal Civil Service through digital transformation.
The Go-Live ceremony, organised by the Office of the Head of the Civil Service of the Federation (OHCSF) in Abuja, signals a new phase in the government’s efforts to strengthen human resource management, improve transparency, eliminate administrative inefficiencies and enhance service delivery across the Federal Public Service.
In a statement issued on Tuesday by the Director of Press and Public Relations in the OHCSF, Mrs Eno Olotu, the government described the launch as a major step towards building a smarter, more integrated and data-driven Civil Service.
Speaking at the event, the Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, described the launch as a watershed moment in the implementation of the Federal Civil Service Reform Agenda, noting that the IPPIS HR Modules go beyond a digital platform to provide a comprehensive system for managing the government’s workforce.
She explained that the integrated solution addresses long-standing challenges arising from fragmented personnel records and inconsistent human resource practices by digitising the entire employee lifecycle.
According to her, the modules cover biometric enrolment and onboarding, establishment management, payroll administration, employee mobility, self-service, HR and payroll variations, as well as workforce analytics.
Walson-Jack said the platform, which currently serves more than 508 Ministries, Extra-Ministerial Departments and Agencies (MDAs), will improve data integrity, eliminate duplication, automate approval processes, strengthen internal controls and provide comprehensive audit trails.
She added that it would also provide reliable workforce data to support evidence-based policymaking and strategic manpower planning.
The Head of Service further stressed that the migration to the locally developed platform aligns with the Federal Government’s Nigeria First Policy by promoting indigenous technological expertise, safeguarding the security and sovereignty of government personnel data, and reducing reliance on foreign software licences.
Also speaking, the Chairman of the Federal Civil Service Commission, Prof. Tunji Olaopa, described the launch as the culmination of nearly two decades of reforms since the conception of IPPIS in 2006.
He said the new HR Modules would empower more than 600,000 civil servants to manage their personnel records electronically, download payslips, apply for leave online and support data-driven workforce planning.
Olaopa also called for effective change management and the deployment of digital ambassadors across MDAs to accelerate adoption of the new system.
The Managing Director of Soft Alliance and Resources Limited, Dr Bisi Aina, said the deployment of the SoftSuite Human Capital Management platform reflects Nigeria’s growing technological capability and commitment to innovation in public administration.
According to him, the platform will strengthen governance, improve transparency and accountability, optimise workforce management and enhance service delivery across Ministries, Departments and Agencies.
Earlier, the Permanent Secretary, Career Management Office, OHCSF, Mrs Nkiruka Jones-Nebo, described the Go-Live ceremony as another important milestone in the digital transformation of the Federal Civil Service.
She commended the leadership of the Head of the Civil Service of the Federation for driving reforms aimed at modernising human resource management, strengthening institutional capacity and improving public service delivery.
The event featured the formal Go-Live presentation by the implementing firm and was attended by Permanent Secretaries, senior government officials and civil servants drawn from MDAs across the country.
