Applications for the 2027-2029 Mundus MAPP cohort will open September 1st, 2026.
Mundus MAPP (Masters Program in Public Policy) is an internationally recognized European leader in Policy Studies. It offers an interdisciplinary curriculum delivered by four outstanding European universities. Flexible choice of study tracks, practice components, highly diverse international student body, academic excellence applied to contemporary policy problems – this is Mundus MAPP.
Mundus MAPP is a two-year international joint Master’s program in Public Policy, offered by an international consortium composed of four top-ranked European institutions:
- Central European University Private University, Vienna (Austria)
- International Institute of Social Studies of Erasmus University Rotterdam, The Hague (the Netherlands)
- Institut Barcelona d’Estudis Internacionals (Spain)
- University of York (UK)
Established in 2007, the program operates as an Erasmus Mundus Joint Master’s Degree Program, which has been co-funded by the European Union for most of its existence.

Requirements
Mundus MAPP is open to both European and third country national students.
Minimum requirements are:
1. MOBILITY REQUIREMENTS
- Physical mobility is compulsory for all enrolled students. Mobility requirements: 2 study periods in 2 different countries, each min. 30 ECTS; both must be different from the country of residence of the student at application/enrollment stage.
- You are eligible to apply if your residence (at the time of application/enrollment) is different from the countries involved in your study track. (e.g. on the ISS-IBEI track: outside of the Netherlands and Spain).
- Proof of residence must be submitted before enrollment (such as certificate of residency issued by the municipality, rental contract or utility bills). Compulsory mobility periods cannot be replaced by virtual mobility.
2. EDUCATIONAL BACKGROUND
- For all tracks of the program, candidates need to have a Bachelors degree comprising at least three years of studies at a recognized university or institute of higher education. Applicants must have obtained at least class 2.1/Upper Second (if applicable), and a GPA of at least 3.17/4.0 or equivalent. In order to submit an application, applicants will need to provide their GPA on a 4.0 scale. If the GPA is not already listed on this scale in transcript, applicants may use a conversion tool such as Scholaro or WES iGPA. Normally, applicants with a degree in any of the social sciences or equivalent are given preference. Candidates with a Bachelors degree in Natural Sciences or Engineering are not eligible to apply.
- For applicants who already hold a master’s degree in addition to their bachelor’s degree, they must also have obtained at least class 2.1/Upper Second (if applicable) and a GPA of at least 3.17/4.0 or equivalent during their master’s degree. (Please note that priority for scholarships is given to students who have not yet had the opportunity to study in a master’s degree program.)
- For IBEI tracks (CEU-IBEI, ISS-IBEI), according to the regulations of the Spanish Ministry of Education, applicants need to have successfully completed an undergraduate degree from a fully accredited institution of higher education (within or outside the European Higher Education Area), provided that this undergraduate degree grants access to master’s level studies in the country in which the undergraduate degree diploma was issued.
3. MOTIVATION
- High motivation and interest in European and international public policy, assessed through a statement of purpose.
4. FLUENCY IN ENGLISH
- Mundus MAPP does not require a language certificate from applicants who are citizens of the following countries, provided that they have received a Bachelor’s or Master’s degree taught exclusively in English: Australia, Botswana, Canada, Gambia, Ghana, Ireland, Jamaica, Kenya, Liberia, Malawi, Namibia, New Zealand, Nigeria, Philippines, Rwanda (English-speaking region), South Africa, Tanzania, Trinidad and Tobago, Uganda, UK, USA and Zambia
- Applicants who are citizens of countries other than these may request a waiver from the English language admissions requirement if they completed a Bachelor’s or Master’s degree taught exclusively in English in Australia, Canada, New Zealand, USA, the European Union, UK, Iceland, Liechtenstein, Norway or Switzerland, or satellite campuses of US and UK universities, provided that applicants present a supporting document that the medium of instruction at the university is English.
All other applicants will need to provide evidence of their English language skills with any one of the following test scores:
- TOEFL IBT (taken within two years of the application deadline) 95 or above;
- IELTS – Academic (taken within two years of the application deadline) 7 or above;
- Cambridge C2 Proficiency (taken within 5 years of the application deadline) C2 or above;
- Cambridge C1 Advanced (taken within 5 years of the application deadline) C1 or above;
- Pearson PTE Academic (taken within 2 years of the application deadline) 76 or above;
- Duolingo English Test (taken within two years of the application deadline) 130 or above.
Test scores must be submitted as part of the online application. Late submission of test scores is not permitted.
For applicants to the ISS-IBEI and ISS-York study tracks: If you are accepted to Mundus MAPP and will require a student visa to travel to the Netherlands, you may be required to provide further proof of English proficiency. Please review the visa-related language requirements here.
5. WORK EXPERIENCE
- Work experience is not an eligibility requirement but candidates with relevant work experience will be given preference.
6. OTHER
- Other language requirements: Proficiency in Spanish is not a requirement for any Mundus MAPP study tracks. However, students on the CEU-IBEI and ISS-IBEI will have the opportunity to take some elective courses taught in Spanish during Year 2 at IBEI.

Method of Application
Mundus MAPP has three application deadlines.
- December 1, 2026: deadline for applicants who wish to apply for financial aid OR early deadline for self-funded applications
- April 15, 2027: deadline for non-EU/EEA residents who do not wish to apply for financial aid
- July 1, 2027: deadline for EU/EEA residents who do not wish to apply for financial aid
