Lagos State has formally joined the Under2 Coalition, the world’s largest network of states and regions committed to achieving net-zero emissions and building climate-resilient economies.
Governor Babajide Sanwo-Olu signed a Memorandum of Understanding (MoU) with Climate Group on Monday in London during the 2026 London Climate Action Week, marking the state’s admission into the global coalition.
The move reinforces Lagos State’s commitment to climate leadership and sustainable development while creating new opportunities for collaboration with subnational governments across the world on climate action, resilience and green economic growth.
Convened by Climate Group, the Under2 Coalition comprises more than 180 states and regions representing over half of the global economy. The network provides a platform for governments to exchange knowledge, share best practices and accelerate the transition to net-zero and climate-resilient futures.
The MoU is a non-binding agreement that aligns with Lagos State’s existing climate goals and priorities. While it does not create legal obligations, it reflects a shared commitment to advancing climate action and strengthening cooperation among member governments.
The signing coincided with Governor Sanwo-Olu’s participation in the London Climate Action Week, where Lagos is showcasing key climate initiatives, including its Nationally Determined Contributions (NDCs) framework and a portfolio of investment-ready climate projects.
Speaking after the signing, Sanwo-Olu described the development as a significant step in the state’s climate journey.
“Cities and regions are increasingly at the forefront of climate action. Joining the Under2 Coalition strengthens Lagos State’s commitment to building a resilient, low-carbon future while deepening collaboration with leading governments around the world,” he said.
The governor added that Lagos, as Africa’s commercial and economic hub, remains committed to demonstrating that climate action and economic growth can be pursued simultaneously for the benefit of present and future generations.
Also speaking, the Special Adviser to the Governor on Climate Change and Circular Economy, Titilayo Oshodi, said membership of the coalition would strengthen partnerships and provide a platform for knowledge exchange.
“Through our State-Determined Contributions framework and broader climate agenda, Lagos State is moving from ambition to implementation. Membership of the Under2 Coalition provides an important platform to strengthen partnerships, exchange knowledge and showcase the remarkable work being undertaken in Lagos to accelerate climate action and sustainable development,” she said.

Welcoming Lagos into the coalition, the Under2 Coalition and Subnational Governments team described the state as one of Africa’s leading subnational governments and expressed optimism about its contributions to the network.
The team noted that Lagos has “a powerful story to tell” and would join more than 180 states and regions worldwide working collectively towards a net-zero and climate-resilient future.
Observers say the membership further strengthens Lagos State’s position as a leading hub for subnational climate action in Africa and opens new avenues for international partnerships, investment and technical cooperation.
The London Climate Action Week attracted global leaders, policymakers, investors and stakeholders in clean energy, environmental sustainability and climate finance.
Members of the Lagos delegation included the Commissioner for Environment and Water Resources, Tokunbo Wahab; Commissioner for Economic Planning and Budget, Ope George; Special Adviser on Sustainable Development Goals, Oreoluwa Finnih; and Special Adviser on Public-Private Partnerships, Bukola Odoe.
