President Bola Tinubu stated the plan by the Federal Ministry of Transportation to research, recall and change the Secretary Basic of the Maritime Organisation of West and Central Africa (MOWCA), Dr Paul Adalikwu, was inappropriate and must be discountenanced instantly.

Tinubu, in a letter signed by the President’s Chief of Workers, Femi Gbajabiamila, stated Adalikwu has ceased to be an worker of Nigeria and is barely subjected to guidelines of the MOWCA, which he served till the expiration of his tenure.

It will be recalled that in August 2023, the Everlasting Secretary, Federal Ministry of Transportation, Dr Magadalene Ajani, had appointed the Deputy Director of Reforms Coordination on the Nigerian Maritime Administration and Security Company (NIMASA), Nneka Ogochukwu Obianyor, as the brand new Secretary-Basic of MOWCA to interchange Adalikwu.

The nomination and deliberate substitute failed because it was at variance with the MOWCA guidelines of process, which offers for the election of the Secretary-Basic and expresses the conferment of nomination powers, in case of a vacuum within the workplace of the Chairman of the Bureau of Ministers of the organisation.

Tinubu described Adalikwu as a global public servant who has ceased to be an worker of the Federal Authorities of Nigeria and due to this fact shouldn’t be subjected to the nation’s Public Service Guidelines.

The letter, which was sighted by The Guardian, dated December 15, 2023, was copied to the Director Basic, Nationwide Intelligence Company (NIA); Minister of Transportation, Nigeria; Minister, Federal Ministry of Marine and Blue Economic system, Nigeria; Minister of Federal Ministry of Overseas Affairs; Minister of Transport, Republic of Congo and Chairman of MOWCA on the organisation’s headquarters in Abidjan.

Tinubu stated Adalikwu can’t be subjected to or come below the disciplinary management of the Federal Authorities of Nigeria, noting that disciplinary management and administrative processes in opposition to him can solely be exercised according to the principles of MOWCA.

He stated the general public service guidelines of Nigeria can’t apply to him whereas within the service of the organisation.

Tinubu stated the MOWCA scribe can due to this fact not be recalled and changed by Nigeria until he has dedicated crimes of such gravity or critical misconduct that threatens the nationwide safety of the nation that sponsored him for election to the place of Secretary Basic of MOWCA.

He stated the request for his recall and withdrawal within the circumstances described within the report is inappropriate and must be discountenanced.

“In gentle of the foregoing and after due consideration, the Federal Ministry of Marine and Blue Economic system is hereby directed to cease forthwith any course of or transfer to recall and withdraw Adalikwu till he concludes his tenure,” a part of the letter learn.

Tinubu’s intervention and written communication appear to have put the six months of hypothesis and perceived uncertainty, as to who Nigeria’s nominee for the place to relaxation.
