Health, education, and economic development have been prioritised in the ₦584.76 billion budget for Borno State’s 2025 fiscal year.
Governor Babagana Zulum presented the budget as a financial appropriation bill to the State House of Assembly on Monday in Maiduguri. He stated that the budget aims to consolidate and accelerate the state’s recovery and development following devastating floods and over a decade of insurgency.
“The 2025 budget totalling ₦584.76 billion aims at consolidating the state’s developmental strides,” Zulum said during the presentation to the 28-member legislative house and government officials.
Tagged the “Budget of Recovery and Continuity,” the governor highlighted that the appropriation focuses on health, education, and economic recovery, with significant investments in security, infrastructure, and social services.
The budget includes capital expenditure of ₦380.84 billion and recurrent spending of ₦203.92 billion. Zulum disclosed that the budget would be funded through revenue from the Federation Account Allocation Committee (FAAC), estimated at ₦311.70 billion. Other sources of funding include ₦30.09 billion in Internally Generated Revenue (IGR) and ₦237.96 billion in capital receipts, including aid, grants, and the Capital Development Fund.
The health sector was allocated ₦89.97 billion—15.39% of the total budget—for projects such as constructing new hospitals and rehabilitating existing ones. Education received ₦69.81 billion, with plans to invest in primary and secondary education as well as other related initiatives.
“In the next fiscal year, the government will invest in programmes aimed at stimulating local economic activities, supporting small businesses, and attracting investment,” Zulum pledged.
