Governor Ahmadu Umaru Fintiri of Adamawa State has presented a budget of ₦486.218 billion, titled “A Budget of Service,” for the 2025 fiscal year.
Presenting the budget on Monday before the House of Assembly, the governor said, “In fulfillment of the provision of Section 121 Subsections 1 and 2 of the 1999 Constitution, as amended, I present to this Honourable House the guidelines and revenue for the year 2025, christened ‘Budget of Service.’
“As a government, we have invested significant time and resources in the preparation of this year’s budget. The 2025 propositions align with our 8-Point Agenda and the administration’s philosophy that no one is left behind, and nothing is left untouched.”
The governor noted that the 2025 budget takes into consideration the realities of the current economic situation.
He added that his administration has purposefully assessed projected revenue to prioritize expenditures and ensure they are economically realistic.

“The budget proposal aims to complete critical infrastructure and construct new ones in the state, invest more in the social sector such as education and health, and combat poverty and hunger through targeted resource deployment into agriculture, commerce, and capital injection into Small and Medium Enterprises.
“These are pivotal building blocks for the progress and development of our society,” he added.
The proposed 2025 Appropriation Bill, which the governor is constitutionally mandated to present, is designed to finance all government programmes and services in the state for the upcoming financial year.
“Having considered all factors, this administration is presenting the sum of ₦486,218,047,600 as the 2025 Proposed Annual Budget, covering both Recurrent and Capital Development Programmes within the 2025 fiscal year,” he stated.
The budget, based on current macro-economic indicators, allocates ₦137.256 billion for recurrent expenditure and over ₦348 billion for capital expenditure.
Meanwhile, the Adamawa State House of Assembly, presided over by Speaker Rt. Hon. Bathiya Wesley, has read the bill for the second time and committed it to the Committee on Finance, Budget, and Appropriation for scrutiny.
The second reading followed a motion by the Majority Leader, Hon. Kate Raymond Mamuno (Demsa), and was seconded by Hon. Musa Mahmud Kallamu (Mayo Belwa).
Following the presentation, Speaker Wesley commended the governor for the successful presentation of the 2025 budget. He assured the assembly’s readiness under his leadership to ensure the speedy passage of the proposed budget for implementation.
According to him, “The singular gesture of sustaining a budget cycle in his administration has proven that he is a focused leader who has his people at heart.”
He further noted that their findings indicated the governor, whom he described as “the project master,” had performed excellently in implementing the 2024 approved budget.
